Adlain stole our glory this turn - he got the Great Prophet we wanted, and built the Buddhist shrine. Ah well, good for him I guess... though it's not going to turn around his game. In fact I rather fear it's just going to make him even more of a tasty treat for Locke or Plako.
Darn it, why can't I have a weak neighbour with a powerful shrine...

I think making an academy in evermore is our best bet right now. Normally I'd say bulb education down the line, but I agree that Locke is too far ahead. That it has lower short term gains compared to settling in the capital might kind of work for us if we want to present ourselves as a smaller threat than Plako.
Is a golden age out of the question?

Factoring in that Representation will eventually bump a settled GS up to ~20 beakers per turn, I was kind of leaning in that direction.
Then again, in the nearer future (compared to Constitution) we'll be finishing up our main expansion, rolling out a whole bunch of Courthouses along with the Forbidden Palace, and more importantly building that Shrine. Taken together that'll increase our breakeven beaker level significantly (eventually to at least 60-70%), which will in turn make a second Academy much more attractive as an option.
It's kind of tricky to weigh up at this point because you have to factor in a whole lot of future development and potential. At the moment I think the two options are - very roughly - about equal, which of course makes a firm decision all the more tricky.

Dunno if you decided already, but building an academy in your future shrine city is potentially very powerful.

Actually, Shrine income isn't important when considering an Academy site, because it doesn't contribute to the beakers that can be multiplied by the Academy. It's just the raw beakers (from commerce tiles worked + specialists + any relevant buildings) that are important when considering an Academy.
Haven't finalised the Great Scientist decision yet, but will probably do so in the next hour or two. Leaning slightly towards the Academy at the moment.

Game mechanics question: is the % chance of a Great Person affected by multipliers or not? For example, if I work a Priest for 10 turns with no multipliers, then a Scientist for 10 turns in the same city now with a 100% multiplier, do I have a 50/50 chance of getting the great person I want after 20 turns, or a 33/67 chance?

In other news...
Mission Apostolic Palace: Completed.
We've shot up in MFG (close second at 182), and will continue to do so with all the new Christian buildings and Forges being constructed nationwide. I wouldn't be surprised if in 10 turns our MFG is up 100 points beyond where it was last turn. Maybe more.

Oh, and after much thought I finally decided to settle our Great Scientist in the capital. We've still got several cities to settle, and our slider won't be at the level where a second Academy would be close to equivalent in beaker production for a few dozen turns yet - and that's not counting the time to make up the initial loss relative to a settled GS. Basically, a settled GS is what's best for us right now, and what will continue to be best for us for at least 40-50 turns. Then once we reach the tech for Representation the settled GS will be pretty much as good as a second Academy anyway.
It was close though, and in the end it could have gone either way. Just decided to bite the bullet and go with my gut instinct at the time.

Locke just revolted to Bureaucracy / Caste System / Pacifism, and his GNP shot up hugely (to 288). If he wasn't the clear tech leader before, this will certainly secure that position.
We're not too far behind him though, I'd guess 10-20 bpt at most (where our breakeven rate is ~170 and climbing).

I don't know for certain, but intuitively my mind expects the 33/67 chance. I base that off of the idea that each specialist/wonder puts GPP into a bucket for their type and the total GPP in the city is the sum of those buckets. I'd expect rounding to happen post-bucket summation for the whole thing to be consistent. If you look in the code and see GPP buckets for each type associated with each city, then I'd be willing to infer that that is the case.
