I gathered the idea of the PBEM was to allow all leaders and test the new balance. Nobody seemed to think Volanna needed banning aside from you.
What do the other players think? I can give Kredom his runner-up pick if desired (no clashes with existing picks). However it seems a bit unfair since it was not explicitly banned, and it looks like the other leaders in this are a pretty strong bunch anyway.

volanna was my first choice chosen from ffh (havent read the changelog) but if u guys think it should be banned, i can take my second choice.
Perhaps if i know why do u guys think she is overpowered, we can test it, or i can try not to abuse that part, really dont know (check my other pbem game, i chose that game too not knowing all the details, and i even got suggested to change my civ because it is underpowered, but i didnt care i wanted to play the civ that i was in the mood to play :P).
i would prefer every1 else decides if i can use it or not.

Well, I do think that Volanna is hands-down the best leader in v9, and hasn't really been nerfed much at all. But now all of the Summoner leaders are probably even better. Since I got one of those, I won't object.

Alright, if HidingKneel is okay with it then I'll leave Kredom as Volanna, since nobody else raised an objection against her in the setup.

Also just noticed that at least one other player had Volanna in their top 5, so clearly they thought she was fair game too.

Are we going with a "Tower requires Omniscience" house rule? It's supposed to eventually be a game option, but Qg doesn't have it working yet.
I haven't received any guidance from Q about whether he wants it or not, but we should clarify it now.

I wouldn't go that far 
Some of our games though have mandated that players research Omniscience before they can begin constructing the Tower. On the plus side, it prevents someone from potentially winning the game before people have a chance to indulge in most of the end-game toys. On the downside, it stretches out the end-game by quite a few turns, and pushes military aggression as the most convenient path to victory.

Sure, Tower requires Omniscience sounds fine to me.
