Checked for the double-nested directory, and that the mod is in the correct mods folder?

Nope and yep.

I didn't install it in Program Files though. Is that a problem even if all the rest of the file structure is relatively correct?

I think that might be it; we were looking at a similar issue in the EitB fori=um this week, I think.
