Not sure if that counts as lying.  Anyway, seems like the most likely 4 that LP were referring to in what I will call "The Alliance of lets see if Nakor will suicide on China" is basically Nakor and Rego and maybe Locke if he's lying to us.

Plako and I talked about it and we are going to try to beeline SoL. Its probably the most powerful thing in the game given this map and we have a decent shot at getting it if people get distracted by other parts of the tree. We have our land filled out and will probably just turtle behind LBows and Cats. Machinery, IW?, CS, Paper, PP, Phil, Nationalism, Constitution, Democracy -> SoL 700 + 200? + 800 + 600 + 1600 + 800 + 1800 + 2000 + 2800 = 11100/11300 beakers :\ Currently we are averaging around 200 beakers a turn so its a long way off. It should obviously go up as we recover from the war and all the residual infrastructure kicks in. Build Wealth wherever we can and enough infrastructure to support wealth everywhere else except BrB which will be the main military crank that will put out 3 Promo units.

It was conditioned in the secret pact that we can and should make people think we hate each other so we can basically attack our neighbors.
 That's how he put it anyway. If you really wanted to abuse that clause, we can tip LP off so he knows its coming and has to garrison his western coast. Same general effect as I don't think galley invasions will actually do anything.
