You can set a higher number but the actual amount will be 9 Demon Lords anyway.
In general you don't want to do that though because having the same monsters everywhere is boring.

Afair, i can deal with last by modify lair cost in units.ini, so it's okay.

Also, can you please explain, does game difficulty affects somehow monster budget? Or it only affect treasure formula in that case?

Difficulty doesn't affect either, except for Easy.

Any plans to expose the attributes of spells themselves for modding? Like how much damage the direct damage spells do, how much of a save modifier resist based spells apply, how much and what stats or abilities do buff spells apply?

Is there a way to correctly disable certain spells?
I trying these steps:

1. Modify spells.ini by replacing data under [XXX] with

Name=None
Rarity=1
TradeValue=0
Category=255
Realm=0
CastingCost=0
ResearchCost=0

then save file.

2. Delete spells.dat
3. Launch game
4. Got game crush while trying selection spells on custom wizard generation screen

Is there any shortcut for previous/next stack? When I send scouts for example, after their last move the screen centers super fast to the next unit/stack and I can't see what the scout discovered. Then I have to go and search where the scout is, which is tedious.

Next update will have a disable parameter for spells. Currently disabling spells is not possible.
Disabled spells after the update will count as "banned" spells the same way the scoring modifier that disables curses works.

A next/previous stack hotkey doesn't exist except while targeting unit buff spells. If you don't have too many stacks, you can use the armies screen.

For purpose of Retort acquisition from Treasure in Lairs, are 2 pick retorts possible to get? And if so, do they all share 1 pick/spellbook equivalent, or do the 2 pick retorts (Warlord, Guardian, etc) require 2 spellbook treasure equivalent values to acquire, or just the 1?

basically 2 books/ 2 pick retorts require the same range of budgets, and said budget is higher than the lairs that can generate 1 book/pick retort.
