Good suggestion - I vote yes. Sheaim already have effectively no worldspell.
On city gifting: I vote for a total ban. Avoids rules lawyering or misinterpretations.

Agreed with DaveV, I'm fine with unbanning Illians under this condition. They have some strong pieces, but nothing I think is excessive.
I still want to allow cities to be gifted so long as unique buildings don't come along. I can see the value in a bright line rule, though.

How about cities having to be gift on the exact turn they are founded?

Tidiest rule would probably be:
A city may only be gifted on the first turn that it enters the control of your team.
If you conquer a city from an opposing team, you may gift it on that turn to one of your team mates. Additionally, you may settle a city and gift it that turn. This should allow us freedom without any unique building shenanigans.

Don't mind either way on lairs. If they're on, you get some barbarians and the chance for gambling with units. If they're off, perhaps use Wildlands to compensate for the lack of barbarian spawns?
No huts.
Use EitB as is, no changes (unless v09 comes out by the time we start!)
No duplicate civs.

I think there seems to be forming pretty clear consensus of no lairs and huts, Eitb 0008 as is (or 0009 in case it is finished), no duplicate civs and Banter thread.
I would be ok with Wildlands to give a bit more barbs.
Since no one has voluteered to make map so far we probably need to discuss about that too. Drawing it from the scratch or trying to balance it after the map generator is pretty tiresome task for 12 players. Therefore I would be alright, if the map would be done in a pretty similar fashion as Pitboss 6 map i.e. mostly mirrored. Here are my idea how the map could be generated without that much work.
* Generate a Huge or Large map using some lakes script that allows editing the amount of water without map specials. I would suggest 10-15% water. Position 3 teams in the upper left square of the map and mirror it 1st vertically and then the northern part of the map horizontally to get southern part so that all teams have equal starting boxes there. If you want you could make a transition in the south moving the positions so that they are not directly above each other i.e. staggered. Of course, if you do this you might need to do some balancing work in the equator to make the area fair there. Even without this staggering the map would be alright
* special features should probably be off while generating. However after the generation one could place 1 or more of them in the contested regions.
I used mapview to handle the mirroring. It is a bit clumsy and unstable, but you'll get it done eventually  . So does this sound ok to you? Any voluteers for the job?

I know I have nothing to do with the game, but I think the current way the snake pick is being planned is a bit unfair.
1A, 2A, 3A, 4A, 4B, 3B, 2B, 1B, 1C, 2C, 3C, 4C will massively favour the first team on the snake pick. They get to pick first twice. Besides, the first pick is really a big boost, because there's some really powerful civs/leaders to pick first.
I don't know what's the best way to go about it, but I think this might work:
1A, 2A, 3A, 4A, 4B, 3B, 2B, 1B, 4C, 3C, 2C, 1C
Yes, team 4 gets to pick first both 2nd and 3rd pick. But I think I value more getting the first pick than picking first on the 2nd and 3rd time.
Anyway, just my 2 cents.

I'm not convinced the order of the third pass really matters, anyway. All the obvious choices will be gone by then. But sure, I could see the argument that first pick matters as much as 2nd and 3rd combined, I'd be fine doing the pick as Ichabod suggests.
