Ok, so I guess the more serious question is, is there any possible way a scout on T16 does enough harm to be worthwhile? Not like we could delay a worker at this point. And if we're not declaring war, are there other things I should make sure to attempt, like getting vision on the city tile?

I went ahead and played the turn, peacefully. So there's no rush to log on once you're home.
Next turn I think you can get eyes on his city tile from the diagonal, or else simply invade. Krill's already met someone else per EP.
That was the second corn /plains forest turn, so you'll want to swap tiles next turn.

 Nonsense. I've always been a nice peaceful buildery type. It's just that sometimes you have to builder some war toys and explain to a neighbour why not having either bronze or archery on t55 is a bad idea.

If he isn't the person who settled on a 3F tile, then he finished worker eot 11. It's currently t17. Assuming he's not building a Terrace, then he's got 10/15 h into a warrior. There is no worker on the Sheep tile, therefore he's got a wet grain or Pigs somewhere else in his BFC. We've already moved t17 so he'll have at least 12/15 into warrior on t18. Stepping onto the Sheep won't interrupt his growth curve much (if at all). DOWing to stand on the sheep is a bit pointless as he can chase us off the next turn with his warrior. I'm thinking moving to the forested plains 77 of his capital is the move for t18, then reassess.
Peering into the fog suggests that his capital is on flat land so we won't be able to see into his cap without either DOWing or waiting for Writing and a potential map trade.
I'd really like to keep the scout moving northwards. Assuming we can keep it alive, it should be in position to scout out our South and West lands by t25ish. T28 we'll have finished the second cottage and have the worker to move to start roading towards Exterminate. So far, there isn't much in the way of good second city sites visible and I'd really like to have seen a bit of the westlands before committing worker turns.
As you mentioned above, there isn't any room in the build queue for extra explorers/pillagers until after the 1st settler is built. Unless we sacrifice the pier for a warrior and 5h overflow. The pier completes the same turn as growth to size 5, at which point it's worth 4 commerce per turn (we're currently making 10 and will pick up 1 more when the sheep pasture completes). The pier will be worth an extra commerce per turn per riverside hamlet thanks to Fin (the hamlet bonus won't kick in until t33).
So as much as it might be fun to pee in Krill's cherios, I think we're better off just passing on by and expanding as per plan.

Glad you agree with my choice not to invade, then  . It seems to me that he might not actually be our neighbor, he seems far enough away that maybe someone fits in between (and off to the east a bit).

Turn played. Moved scout, Krill's capital is not on a hill.
Krill's capital is 20 tiles "north" of us, so 18 tiles "south". I didn't count the number of tiles east but ~6ish by eyeball and memory.

T19 played. We're out of turn split with Krill for the moment.
If I'm eyeballing the fogged tiles correctly and Hodor survives the trip, we'll have him back in culture by t25.
Davros:
We'll grow at eot 19 with 0/26 food and 44/60 hammers into gran. The most the gran can hold at size 3 is 13 food. Our max food per turn is +7, so we'll need 2 turns to completely fill the granary once it is constructed. Granary will complete eot 21 and growth will occur eot 23 so we're good to go without any "avoid growth" sillyness.
Growth to size 5 requires 28 food. We'll have 13 in the granary so we'll need 15 food in order to grow from 4-->5. Max FPT is 7 so we'll want to grow to size 4 with one extra food. So we want to produce 27 surplus food between turns 20-->23
T20 we won't have AH completed so the best we can do is +6. T21 we'll have AH so +7 food-->13/26 on turn 22 with an empty granary. EOT22: 20/26, 7/13 in the gran. EOT23: 27/26 food, 13/13 in the granary. growth to size 4.
T24: 13 food from gran + 1 food from overflow-->14/28 food. Size 5 at eot 25.
TLDR: we work our food specials and 2 food tiles from now until t25.

Hammer and tech micro notes:
we're at 38/60 hammers into the gran and will add another 8 at eot19.
We'll make 10 hpt t20 and 21 which will complete the gran at eot21 with 6 hammers of overflow.
T22 the 6 hammers of overflow becomes 3 hammers towards the warrior (currently at 4/15 hammers)
EOT 22: 5 + 3--> 12/15 hammers into warrior.
EOT 23: Cottage completes and is worked. +4h --> 16/15. Size 4 at eot. Fishing complete at eot.
T24: Start Pier working specials, cott and forested grassland. EOT 24: 6/20
EOT25: Growth to 5, 11/20 into pier.
t26: Work 2 specials, 1 cottage, 1 plains forest and 1 forested grass hill. --> 8 hammers. NOPE
T26: Work 2 specials, 1 forested grass, 1 plains forest and 1 forested grass hill. --> 9 hammers and Pier complete at eot.
t27: Second cottage completes. Work Corn, Sheep, 2x cottages and 1x riverside forest. Start settler at 12 food/hammers per turn. 17 commerce per turn  Archery completes eot.
t32: Whip settler for 2 pop.
t33: Build a 1t Archer and regrow to size 4
t34: Start a 5t worker.
Tech:
we're at 52/74 beakers into AH and are producing 11 commerce per turn. 11 + 1 free beaker--> 12 * 1.4 = 16 beakers per turn
AH is in eot 20 with 10 beakers of overflow that gets reduced to 7 base beakers.
Fishing will complete EOT 23 with 4 overflow beakers.
Archery is done eot 27.
