Yeah. It is just that Rego doesn't want to commit to NAP and I'm afraid that pretty much seals the game for LP. We had to keep Rego border protected that makes attacking elsewhere way harder. We'll try nevertheless, but chances of success are pretty low.
Also our sentry HA spotted a stack of ~5 cats and couple of other units between their border cities.

Not that an NAP means anything in game. I rather use threat and counter threat. Our future navy can equally threaten his and LP's cities.
I think you're pushing them too hard and not really making them trust/like (or whatever metric that team uses) you. I also think 2 people negotiating is confusing the hell out of them since I'm playing with different terms than you.
You're wanting a real hard NAP that will in their eyes win us the game like LP did with everyone (LOL) and I'm offering "don't mess with us until LP is done. Its in both our interesting." Afterall, we'll still have a crap ton of boats and we can strike their coastal cities quite convincingly while on the peninsula we basically burning a ton of pop for emergency defense ( into rifles ) against probably tech half an era behind.

With most players I agree. However I've followed enough of Rego's games. His offer: "at the moment we've no intrest to fight" gives us no security. Whenever he sees an opening he will use it. With Rego I need a solid deal.
I clearly have screwed my relationship with him. Big part of it is LP's excellent diplo 1st suggesting a campaign against Rego and then putting us against each other with diplo leaks. Final insult was giving helping hand to Rego that pretty much sealed our relationship.
I'll keep low profile towards Rego now. Maybe after 10T or so I'll retry, but I don't see much point with a dialogue.

He seems to like me better. His rationale about keeping us on our toes without a good NAP is that we'll be too powerful and win. I told him that if LP is defeated, SOMEONE will have his land and that they should get their share of it.

It pays to be more patient with these things. He's not going to give you what doesn't favor him when he's dealing with someone ahead.
