The way it worked in PBEM 1 was that we sent our top three picks to Darrell via PM, and he then assigned everyone civs based on them, trying to get everyone what they wanted as best as possible. I think we should do the same here, so PM uberfish with your top three choices.

If it's the latter, than what I'll do instead is sign up as Basium. By which I mean I will dedicately not lurk the game at all, and volunteer to take over Basium whenever it is that he is summoned. In fact I quite like that option, ensures I'll be on the winning side
I mean the latter, which has not been done yet in a PBEM game but should be possible using a method articulated by T-Hawk. The game is run for a turn as a pitboss, allowing the person hosting to release command of the summoned civ (or the one being abandoned by the summoner) from the AI to human control. The game is then run as a PBEM again, with the extra player slotted in to the normal rotation. So we could potentially have eight people playing in this PBEM- thankfully, it's likely that at least one or two of us will be dead or on the way out by the time we have Hyborem and Basium taking the field =)
I'm happy for you to wait in the wings, but I can't guarantee you can have Basium. The person summoning Basium may of course prefer to control him themselves. It's also the right of whoever summons Basium to appoint whoever they wish to take control of him / their former civ.

. I don't think it will be an issue if you're ready to take Hyborem / whichever civ summons him, since Hyborem is a free agent.
