I think if we want to war, then it might not be a bad idea to do it now. This way, at least we can potentially mess with his hooking up of the tile. I mean, assuming he has 4 warriors, he has another guarding the new city or guarding his capitol. If we declare, we can follow the line of trees and either harass his new city or mess with his tile improvements around the capitol
I think he is planning on settling 2N of rice. Otherwise this path wouldn't make that much sense. If it was further north then he would have moved onto the hill north of where he is now. There's a line of trees and hills so he's probably not going to run to a site 2N. That leaves 2N of Rice unless he founds in place (possible).
We're going to make one axe anyway to hold c2 so it wouldn't be a bad idea to get a 2nd axe out there as well.
So I guess attack and see how much we can set him back. Should be interesting. I don't think we'll be able to do much more with axes though unless we get really lucky with his copper (assuming he doesn't panic settle ontop of it) or prevent him from chopping anything. :-\
