Because the contest is based around being able to last hit correctly, and if you have a razor the need for right timing is somewhat offset by the proc chance that will basically instant kill a minion when you just stand there and autoattack.
I know it's only 15% and there are champions available that have other means of farming (worked out the rules without knowing the champion composition), but I wanted to be safe and prevent people from buying an item that they would never buy in a real game.
If it turns that you personally can farm as good without the razor, that's even better - it will all come down to your farming skills

There appears to be a hard floor of 100 / spawn rate. I wonder how many different ways people will find to break through it.

Tried Miss Fortune for the first time last night... Now I just HAVE to buy the character! Yeah, another carry for me..
I still don't have my free RP. Should I be worried?

It's actually lower - you have to factor in the possibility of jungle creeps and their respawn timers, as well as the possibility of moving between lanes.

I feel that I maybe wasn't clear on this and I have updated the contest rules:
Since there is no way to distinguish between minions killed in the lane and jungle creeps in the tab-screen stats screenshot, you are allowed to kill all jungle creeps (except Golem & Lizard of course) towards your 100-kills goal.

Yeah. Mine showed up after I played a game. Not much to spend it on though.
I feel like MF is one of those powerhouses that wreak havoc if the enemy team is silly enough to fight in closed off regions / uses stuns properly. Throw a Corki and someone with a good stun in the mix and you've got an insta kill on one of their heroes (Assuming you didn't target the fed tank).

MF can really taper off in the late game if you don't stay ahead, but yeah, I'm still amazed at how easy it is to kill creeps, harrass, even escape ganks with MF compaired to other champs.

I tried to create a custom practice game, and the LoL client won't let me do so. It's another one of those BS deals where you must have at least two players in-game to create a custom game. So... that's going to make it difficult to participate in the contest.

Uh, I love Riot  Just when you need it the most. IIRC, these restrictions are usually gone after a day...Until then I have only 2 solutions:
a) Use/Create an EU account. I checked today and you can still start single player custom games there.
b) Get somebody to join the enemy team and stand at fountain.
I realize both of these are not ideal, if the problem persists I will consider extending the contest (which could again pose different problems, because the free champion rotation will eventually run out  ).
