I still aim to win this game and it seems culture would suit us the best. We have to start going down the path quite soon. Basically we need to start our GA farm and get our Cathedrals up and our Cottage Cheese citiy improvements done as well as theatres. Shwend with its massive +8 will help too.
Of course we can have a compromise method where we still go to war with LP but that requires us to not be the primary source of drafting material. Locke is fairly close to rifles and could gift some to the cause and Rego could feasible do the same. In fact, it would be useful to approach Locke about slow building rifles and gifting them to us on T200. Likewise we need a commitment from Luddite. As for Rego, I've already talked to them about building ships.
I think the best way to prosecute a war is to have massive stacks at our border and assault his coastal cities in hopes of getting him to attack us. Hopefully we can achieve some sort of draw down on Luddite's second front in the 10 turns before he can join.
