I think you don't get a penalty if you leave before any bans or picks happen? I don't know.

Well, I know for a fact that you don't get a leave. But a small ELO loss could be possible, maybe I'll just try it out myself some day.

Uh, what are you considering "queue dodging"? Pressing the red "X" before champion select begins, or closing the game during champion select before the game starts? The first will not incur any type of penalty, while the second will give you a loss and a leave as far as I know.

I've done it a couple of times and I have 0 leaves.

Got a leave for doing that and ELO loss back when I was young, and trying out ranked. Was a little while back though, dunno if they changed.

I downloaded and registered on the Europe server to play this, and would like to also have access to the America server. Do I need to register a whole new account to do this?

Just don't install it on top of the EU one and it will work.

From checking the forums, it seems for leaving the queue in ranked you
a) get a time penalty that prevents you from requeing immediately. Repeated dodging increases that penalty
b) You do receive an Elo Penalty (don't know how much though)
c) You do NOT get a loss or leave for your stats
