I think I explained this once. Google forwarder is simplistic, it can only tell if there's an attachment in an email. It gives no tools to tell what kind of attachment there is. So at the moment any email from a proper address and with a file attached is forwarded. PHP file on the other hand can and will tell what kind of file was sent, and it did not tick over, you'd notice that if you checked.
