The galleys at Delhi happened in my game too. The AI knows how to run a naval starvation siege, blocking you from working the water tiles. And it does that with a pair of boats; the logic (I think) is that a pair won't lose to a single counterattacking boat.

What the AI can't do is realize that another AI is already running a naval starvation siege on the same tiles. So each of the six AIs independently decided "hey, let's starve Delhi". crazyeye

I had TONS of galleys both at Delhi, along with my city SE of Berlin (near the whales) and once I captured the marble southern ice city. Frigates made them go boom though

Yep, had up to 20 boats in Delhi Galley Alley at one point too. The funny thing is no one tried to harrass my coastal cities on the east coast at all (I parked one galley as a coast blockade further east and that was it,) they were content to sit around Delhi and use their galleys as troop ferries. They sat there until I built a caravel fleet to get rid of them.

I was just surprised they stayed there in my game even after I conquered and expanded Arabia. They could have a whole new alley to fill, but decided to sit and do nothing beside Damascus. In fact, they never attacked my fishing boats.

The boat blockade appeared in my game to. In my case, it was the coastal city I build south of Berlin.

I had a ton of galleys outside Delhi as well. But they did not blocade as much as just sit there, to the south. I think there was about 16 at the peak, before I slowly destroyed them all with a few caravels.
