I changed the western chopper to roading, as a road there spells bad news for Pegasus. It doesn't matter for efficiency what the chops go into.

TT expedition jumped back on the boat in a valorous and entirely non-cowardly plan to go look for weakly defended Pegasus cities. (TT mustered his entire army in his city, so it was impregnable).
Founded Taoism in Speed Limit, Nationalism due in 2 turns.
We'll probably fire a golden age with our prophet and build the Taj, and revolt to Nationhood and Hereditary Rule. Draft Macemen, then Muskets when Gunpowder is in. Aim to capture the MoM before the Taj completes.
