There is also possible to take a barb city with i.e. forge, but w/o walls - is it OK?

Walls require Masonry to be built. Unless we start with Masonry for some reason, does that mean that Walls must be the first BUILDING, but does not have to be the first thing built? (i.e. Units, and as someone mentioned earlier, Wonders)

Anything that shows up on the left panel in the city screen is an "improvement", for purposes of this event. This would include Wonders and Shrines.
Units can be built at any time.

It might be difficult to win a game without ever founding our first city, which would break that rule by building a Palace before Walls.

Ya know, some of the Apolyton wackos for Sid Meier's Alpha Centauri did exactly that, the No City Challenge, by using the Gaians' starting warrior to capture a mind worm, and snowballing from there with more captures (ok, and heavy use of RNG manipulation by reloading ![lol lol](https://www.realmsbeyond.net/forums/images/smilies/lol.gif) )
