Alright, this is what we have from Plako for Gandhi of France:

We start with 2 settlers, so time to figure out where to put them. Here's my initial stab at it after not much thought at all:

Settling the capital in place makes sense for a number of reasons, which probably don't need to be detailed out here (anyone disagree? maybe I'm not creative enough to notice a better idea). So the bigger question is where to place the second city. I have marked the ideas in blue and green. Blue gets pig and is able to share a Wheat + Floodplains with the capital, and it's also on the coast, which may or may not be big enough for galleys and what-not. Green dot would allow it to share 2 floodplain cottages with the capital (either way, sharing cottages to grow them fast makes sense here), as well as having 2 FP's of it's own. It also has an assortment of hills and could make for a great production city if we so desired.

The decision can obviously be impacted on what we find. The SE archer and the scout are what matter. The archer should move either 1E or 1S, and the scout could move 2N, 1SE, or 2S, depending on what we're thinking for settling. I'd suggest the scout go 2N given the possibility of founding on that desert tile. Alright enough typing from me.

Explore a little bit and settle the second city to the northwest to grab pigs and flood plains. Hopefully there will be another resource or two in the fog. We should try to hook up for trade route income and resource/unit sharing as soon as possible. It's looking like we (the Indians) will be settling towards the east so this will allow us to road to one another relatively quickly and hook up.

I'd also say move the northern archer N or NE on the first turn before deciding anything. An idea depending on what you find would be one city on that plains hill 2N of where the settlers currently are with another city either SE of the iron or SE-E. That arrangement would leave more room for the eastern pig city too while placing the cities riverside for the health bonus. Really just depends on what is revealed though I'd say.

Also, while I agree with having the scout go 2N, the actual movement should probably be NW-NE.

While one of our first two cities may go somewhat Eastward, I think it would be ill-advised to heavily expand that direction with our first few settlers considering that is land we are guaranteed to have and we should instead settle toward the direction of the other teams. Getting trade routes will be nice, but should be considered secondary to (safely) claiming as much land as possible.

Perhaps one city could go on the western coast for pigs, wheat and maybe some seafood? Not a lot of production though, maybe the right place to create the GM for CS? The other could maybe go on a plain hill near the southern archer claiming iron, the SE wheat and several floodplains and hills (awesome bureaucracy site IMO).

The scouting units may find a better site though. I agree with NW-NE for the scout and N or NE for the northern archer. Perhaps the southern archer could go E to see if there's anything else to the east?

Not necessarily relevant to your initial city plants, but at some point, you'll probably want to settle that plains hill 2s of the pigs. It has pigs + a LH boosted lake tile in it's BFC (one of two spots you can settle and boost one of those lake tiles), hopefully with more resources out hiding in the fog.

Scout will go NW-NE.

I think northern archer NE is best.

Southern archer, I'm leaning towards E. I'd like to see another resource appear in the fog down here and decide on city #2 based on that.

Crazy thought, maybe there's a big lake between the three of us. In which case, a coastal city would make the immediate trade connection.

crazyeye Mind blown - I didn't even think of that. If that's true, it would work out really nicely for getting trade route income and sharing resources

Since we're going to restart the game anyways, I'm not in a rush to play this turn, but I will try to log in over lunch and just move the scouting units and get some screenshots posted so we can see the options. Nice thing is it'll give time for more input before moving settlers.
