Civic upkeep percent is 80 on noble, 90 on prince, 95 on monarch and 100 on emperor+. So basically, the -50% civic upkeep discount doesn't get any more useful than this, but it's still not very useful as you can see from comparison to other difficulties.
My main beef with organized is that it's really boring, to be honest. Though maybe if lighthouses look good I'd be willing to go for it.
By the way, corps are on. Corp maintenance is 30% higher on emperor than on noble.

I think we have lots of options for civ even if we settle in the strongest initial location 1E on the plains hill (2f/4h immediately). The reason is, the only worker tech we need is hunting and that's a really fast research.
If we want to settle on the western plains hill W-SW instead, we want to start with agriculture so we can research hunting-AH.
There are also a couple other places we could plan to settle which I'm less enthusiastic about. However I don't feel that I'm that good at choosing city locations. Thoughts?

So there's food, but there's not loads of food, which means that Phi is going to be less viable potentially. I do quite fancy Spi given that we're going to want flexibility in a diplo game. So I'm currently leaning towards Isabella.
Either discussed city site looks ok - we can move the warrior 1S and the scout NE or NW-NE for a better view of the BFCs.
