Heh, appreciate the rooting, and the honesty.  This conversation was after the mercenary gifts, after we agreed to the NAP I refused all requests for money and did not give TT any more units or scouting.
*edit, but neither one of us ever denied that I've been Mack's #1 enemy from day one. Let's give 'em hell.

Maybe I'm blind, but where does it say you weren't allowed to settle that site? All I see is that he will raze Reach. He said that he would not allow you to be gifted Reach by TT. Regardless (even if your city violated an agreement), I don't think this is even valid as a pretext for breaking a NAP. It's a blunt NAP breach. If NAPs can be broken for every little agreement that is accidentally broken, the game bogs down into rules lawyery. Go Commodore!
I think you should appeal for him to accept Gaspar fighting this war for him, it's not like you'll be waltzing all the way to cultural victory.

Hah! Yeah right. Gaspar is the very least of my problems, coming at a leisurely pace and not threatening the capital until turn 168 with two-movers, 169 with one-movers. Mackoti, if he respects the NAP, is still coming at 166 like an oncoming freight train with tanks and bombers. Either way, he's the primary threat...just probably a hopeless strong one if he breaks NAP.

Geez, I feel like egging on Mackoti just to finish it, this is a long time to choose. If you feel there has been a NAP violation, and you don't tell the other party about it until you're ready to break NAP, then you were looking for the excuse.
