You can make the offer if you want, however we are two cities behind everyone else. A settler now would really help us (and delay Sian slightly), besides the colossus while brilliant in single player appears to be rather a posioned chalice in multiplayer, because it causes the delay of astronomy and galleons. Hopefully, at some point Sian will fall into that trap if he builds it.

Alright, will agree to put that on hold. I will ask him if he'd be willing to settle the city for us, will save us a turn or two and more importantly means we will not have to sign OB with him for 10t.
Sounds ok, we'd have to warn Xenu though, he might have a fit if he sees a settler of Sian's coming towards his borders. I assume you mean settling in the tundra?

I suggest settling our GP right away. We won't be wanting a shrine anytime soon, can't bulb much of anything and don't want to launch a golden age so soon. Where would be best to settle it? I'm guessing HA.
Settling probably is our best option for now, Only other thing I can think of is bulbing theology for some holy city culture, that only requires monotheism.
I have a GE cooking in OHP, putting up a forge there to hurry it along. I want to use it for MoM if you concur, don't want to risk Sian snatching it.
I'm happy to use a GE for MoM, we should probably see if we can get another one out to bulb machinery at some point though, (considering we will probably be running a mix of scientists and engineers everywhere this may well happen).
DD has only GE points so far, although a library is underway. I suggest that we use close to max specialists everywhere, provided the city has enough food to maintain its growth. I'd say we'll have an 80% chance or better of getting a GE among one of the next 3 great persons (excluding the one for MoM).
