Ok, this is even more confusing:
T21: BrickAstley grew to size 2.
T22: BrickAstley shrank to size 1...when the turn rolled, while he wasn't logged, and he hasn't discovered Bronze Working yet (he discovered Mining on T8, and nothing since, so BW is due up soon). So he necessarily STARVED a population point!?!?!?! Something's afoot. And here I sit, with no contacts whatsoever.
First corn is improved. 2nd corn started, due T26. Grow to Size 2 on T23.
T27, I'll finish the road 1E of Springfield (saves 1t on the settler and future east-moving units later).

Hmm, the only reason I can think of is that he needed to work hammer tiles to finish a build (unit?). When did he grow to size two?

The turn before he shrank. So it's possible he's being choked, and someone moved onto a food res of his causing him to starve. Or he intentionally starved b/c he thought it would get him the hammers he needed. It doesnt, as a starving pop produces nothing, according to my PBEM22 lurker sources.

This is up to ya'll to figure out, but seriously, that's completely imbalancing and ridiculous if that's what happened. A player needs to be TRYING to succeed, or else he/she needs to be replaced immediately. Adding an extra turn or two to the game in order to keep a player from sabotaging himself through pure malice/spite/something or other...

Based on your information I agree it looks like he starved, but I don't believe a reload is called for (nor that you have the right to propose it publicly btw - thanks for avoiding that). Starving is most likely a bad move as you are well aware (only other situations I can think of where you'd starve 2->1 are if you are forced to do so by not having enough food tiles (perhaps because of invaders), or if your city will be captured and you wish to spite the capturer). Regardless, I'm afraid bad play, intentional or mistaken, is perfectly allowed.

And if he skips this turn and needs to be replaced? I suggest that if he misses this turn we pause the game and figure out what's going on. Because if he's abandoning his civ and sabotaging it, then I think we need a replacement to step in on BrickAstley's T21.
