I'm no master of game mechanics but I think you have to win battles to get XP to make GGs smile I'm mostly good at sending units to a useless death. I don't think Mao has ever been accused of killing a lot of other people's peasants, he's really good at killing a lot of his own.

I guess so. Though in either case, it's kinda "against the rules" to merge Civs together, and I don't think other people would be too happy about it. Even if it were based on a gamble.
But if at some point in the distant future you decide to do another massive invasion to your east, and also decide to leave much of your homeland only lightly protected, the Lunatics from the Land of Chaos might be up for trying their hand at running some casinos. But I don't think that's what you had in mind.

Although the rules for this game are pretty relaxed I'm sure any plan to ignore defending part of your empire so someone else could take it over would be viewed just as unfavorably as cheesy city gifting has been viewed in past games. I'd throw out the obligatory "come at me bro," but we have enough to worry about as it is.

@Pin, obviously I misspoke. Mao considers all peasants to be his subjects and wants them all to suffer. That was on page one of the tyrant training manual, I believe.
