Look at those sexy moneybags.
General Thoughts

One thing we have neglected a bit in this game is great people. I think we should start running a few scientists in Nero once that forum completes--an academy would give us nearly 40 more bpt, and even if we get another great merchant we could use it to pop a golden age and revolt to mercantilism.

We should probably ship a worker back over to help build a better road network and put up some windmills by Tiberius.

Tiberius now has enough hammers to build a longbow or a catapult once every two turns. :D Provided it doesn't, err, starve, which is why I want at least one windmill.
Teching

IMO we have three main mid-term tech priorities.
1) Guilds//Banking: grocers and banks are obviously helpful economically, and mercantilism is an all-upside civic in Always War.
2) (Philosophy)//Nationalism: drafting is fantastic for obvious reasons. That said, we might want to hold off on researching this until we have Rifling.
3) (Alphabet)//(Paper)//Printing Press//Replaceable Parts: Printing Press is good for our towns and Replaceable Parts is good for the windmills we should totally build. What's not to like? Plus, they lead to Rifling, a unit which DOESN'T REQUIRE IRON.
