I'm dropping my library vendetta, but my parking remark is that "wealth" is an odd answer to "what do you build before CoL?" in the context I asked the question. I understand technically you'll often have Currency before CoL, but you'll almost always have Writing before Currency.

Half cost Granaries > half cost Forges > half cost Libraries. This doesn't change the fact that before BTS, CRE was rightly considered a second tier trait. Sulla can confirm, but I believe half cost Libraries were part of CRE during development, and were taken out for balance reasons. A lot of the original testers were baffled when it was re-added for BTS.

Those hammers should go to Settlers/Workers and, while growing, to the minimum amount of military necessary to protect them . The point is that early on, multiplier buildings suck because they are multiplying meager FoP, and more importantly the hammers that go to them are slowing down your snowball.
Back on topic, you'll have a hard time convincing me IND is better than EXP on any map. Just because maintenance costs are higher doesn't mean you aren't putting up Granaries as fast as possible, or improving tiles as fast as possible. Maybe you build less cities and therefore need less Workers, but EXP is about a fast start and you still want Workers 1-3 (and probably Workers 1-6) in the same timeframe on Prince/Flat as on Toroidal/Emperor.

Not sure about taking FIN/AGG with the first pick of the draft. Just about every financial pairing with the exceptions of protective and charismatic seems stronger to me.
