The cynic in me is guessing they're stalling to put together a ruleset proposal. If everyone finished picking there is going to be a lot of pressure to start the game using the ruleset already put together, and sommer/2metra don't seem to like the proposal so far but have been suspiciously quiet about proposing concrete changes of their own...
I'd say you're probably right on the money there. What's the bet we're going to get a gargantuan ruleset posted by one of them, ignoring the earlier drafts that they didn't like and perhaps including various hidden loopholes? I'd be on the alert for anything which allows changing the ruleset during the game, which Sommer was so fond of earlier before going quiet.
I would suggest that you start a new topic with the draft rulesets in the first post and start a vote up ASAP to avoid that. Having the latest rulesets buried in the rules discussion makes it hard for teams not following closely to find.
