Best case, maybe they are perturbed by Boudicca of Zulu and are pushing for a more warlike leader...?

At least EXP/FIN and EXP/ORG are off the table. Best options are pretty clearly either Mansa Musa or Huayna Capac. Perhaps the synergy of EXP/IND or EXP/CRE is seductive? Idk. Fast workers really don't need an EXP boost.

EXP tends to want a strategy with fewer workers if anything since you don't need so many for granary chopping. I don't buy the synergy with fast workers which are more than happy to chop lots of granaries.

They picked Mansa? Hmm, so Spiritual is more important to them than Industrious. I wonder if they were tossing up between a Great Wall rush vs ease of messing with civics.

SPI doesn't really help with messing up civics. You don't want to swing someone back and forth, because you need to run those civics yourself. Instead, civic cheese involves sitting on crappy technologies and denying anything better to your victim. Or getting your weak vassal to do it for you.
