the respec token is called Skill Retrainer.
DO NOT right click on it just to see what it does unless you are ready to respec. There is no confirmation screen in between, all your skillz are belong to me as soon as you right click! Class lvl 32 - skill points available 31. You are stuck with the given skill. Another thing, before you freak out and post a nasty bug report at the official forum (I almost did) - You will not see your equipped weapons if you are dual wielding focus unless you put a point in Dual Focus, I would assume the same with BM swords with Matched Blades. I can almost hear Echoes playing in the background Love the analogy  Another wonderful thing about this patch is that the Friends list is now to be account based and not character based.  This will aid considerably for those cross-guild forays and for keeping track of those who make a lot of characters. You can run, but now you can't hide. 
Do you have account-wide friends list working? I tried it with Bede last night but it wasn't working for me.
