If I park a Q on the forest between the mountain and the sea, it makes the trek toward the PH (best city location in that area) longer by a couple of turns, forcing a journey around the lake. This is worth sending a harassing Q. Commodore will have to break my choke to get around to that bronze, or go around. If he does that, I'll see the settler and send reinforcements south.
Aside from you drawing one of the worst paint diagrams I've ever seen on RB*, I think you have it right. Seeing that you have a short term advantage with your Quechas that will terminate as soon as your opponents connect copper, maybe you could rush to plant your copper and get it online. You can defend your copper city with a couple Q's, and then send a few to sit on someone's (Sian's if you can find him nearby, or Commodore since it's so close). If he can't connect the copper he may have to build chariots to kill the copper choking Q's, or at least several warriors. Oh wait....

Short report this time. A little more exploration, retreated the southern Q to get away from the bear:
Micro plan:
Settler/WB:
T21: 20/65
T22: 31
T23: 42 + 13 = 55 [FISHING]
T24: 66 = settler, 1 overflow + chop = 14 overflow [TEST ACCURACY OF THIS CHOP/OVERFLOW]
T25: 14/20 + 4 = 18/20
T26: 22/20 = WB, 2 overflow
T27: Production = Q?
T28: city #2, WB in position [POTTERY] EDIT: RELIGION INSTEAD, WILL TEST FOR WHICH. SHOULD BE 5T, POP IN NEW CITY EoT.
Workers are chopping forests bordering the city to avoid any defensive terrain issues. I'll move them to be in position to mine the copper when the city founds. Unfortunately, I can start cottaging at the exact moment I need to mine the copper. A third worker would help, but I may just have to manage without it for now. I'm sure I won't be left alone forever.

Quiet turn. Moved my damaged Q back into my borders away from the bear, which wandered out of sight at EoT. Moved other Q toward Slow's lands, maybe I'll get a peek inside, but I want it back in time to settle my copper city. 11 more hammers in the build on the settler, Fishing due EoT next time I get my hands on the save. Only new thing in this game that I can see right now is I have graphs on Slow. I'll change EP to Sian next turn, if I can remember.
The only graph that shows anything significant is that you can see the delay that Commodore and I caused each other in hooking up first corn, then deer. Commodore is tied with me in soldier count and crop yield. Whoever is rocking the 9 isn't doing so hot, that must be Sian. Maybe a recent whip? I haven't been doing C&D. I probably should have checked top cities to confirm that. I'll do that next turn.

I wouldn't fuss too much over cottages, you have lakes to tide you over until they're up. Focus on hooking up copper + landing a religion IMO. Want to follow my crazy plan and land two? :D
EDIT: I was actually halfway serious about two religions, but it wouldn't make sense for you. 9 culture with CRE + religion + terrace is more than enough to get you to 4th ring soon enough to matter. In my game it was the difference between 5 culture and 10 culture, I think it helped me lots. Also, you can only use one religion for religious bonuses. I'd go Meditation for the monasteries, they're very decent buildings on a tight map.

Sure, I'd love all 7 religions, but I think my competition would see that as a sign of military weakness and take them from me. I need AH to hook up Commodore's favorite tile, the Plains Cow 1S of City 2. I want my FIN cottages as soon as I can get them, but I agree, we can limp along on the lake for now. I think the extra production/cultural tile grab from city #2 is more important for now. I'm feeling kind of thin on units, and will remain that way for now. If a barb shows up at city #2 the first couple turns after settling, I'll be in trouble unless I divert a whip to another Q. We still have animals for now, then timid barbs, so I think we'll be ok for now on barbs, not necessarily the other players. Something to think about.

I think a single religion would be a very minor investment, considering you have Mysticism already. After all, that's one reason you picked Inca. Your workers have plenty to do without Pottery or AH for a few more turns, you'll get them when you need them. I'm not opposed to delaying Meditation for either AH or Pottery, I think you can still land it after either of those. I don't think you should wait for both, though.
Don't you have a Q that can garrison your expansion right away? Looks like you're good to go.

Yes, the Q wandering near Slow is my garrison unless it gets assassinated by a bear or something. Current plan (of the day) is to go for a religion. I prefer Hindu, we may need Masonry/walls or something. I'm certainly entertaining the thought of HR, so Monotheism would be needed, so that makes Poly preferable to Meditation.
