Also, just as a heads up, I know I have the save but I'm planning to just hang on to it at this point until this issue is resolved.

Disclaimer: This isn't really my business, since I'm only a semi-active dedlurker
It seems he didn't know, how about allowing him to keep it as long as he doesn't use it? As in, no switch to a government civic he doesn't have access to. I think it's still a significant punishment to get culture and 2 GPP for 335 hammers, pretty bad deal. Not suggesting that this sets a precedent, just think it's extraordinary circumstances because of mackoti dropping out and having an outsider take over. For any "normal" player (= someone who started the game and is on the forum), I agree with Shoot's approach of simply losing the investment.

unless sian changed the email on the tracker im guessing whoever gets the save from mackousin will know the email address and can reply to the last save received as they must have access. who knows mackoti may have given them his log in details for the forum too so they may not need to be invited

Well, Sian plays after Mackoti, so we need to ask Sian anyway.
I agree with Catwalk's proposal. I'd propose gifting Mackousin something but no one will take that up and everyone will say 'do it yourself!'

I called up Sian, and he says that Mackoti's cousin is using the same email address Mackoti used, rbmackoti at gmail dot com.
Here's my first draft of an email to send to Mackousin:

In PBEM 41, all the players agreed on the following bans due to their unbalancing effects on the game:
no Pyramids
no Great Lighthouse

Unfortunately, it doesn't seem like Mackoti told you we banned the Pyramids.
We propose that you can keep the Pyramids; however, you can't switch to Government civics that you don't have the prerequisite techs for.
