Ok, may as well, since it's cheap. It's only 2 culture per turn, though. Is espionage allowed?

Spies are off, I don't know if the rules say anything specifically about great spies. Even if we can't use it for scouting, we can use it for golden ages, and a settled spy wouldn't be useless either. At any rate it's more likely to just speed up a great scientist.

TGW also boosts GG points in our territory, which can be quite handy 200 turns from now.

Great wall is very cost effective for culture after Stone is hooked up + it has useful side effects. We definately should try, if it is still available. That forested hill might be in our side of the border so it would basically be just a whip with max overflow + chop to finish it.
