Thanks for posting a great report - a very readable turnlog (and not ridiculously long like mine tend to be). And while I realize you'd have liked to have had more time to trounce the AI more thoroughly, there's certainly nothing wrong with becoming Prime Minister of the Galaxy!

Yes, Controlled Dead or IT20 was a key early decision. I went IT20 because I thought I still had room to expand to non-hostiles and wanted to benefit rich Selia. Of course finding Inferno next and cats stuck on range4 helped (they were missing range5 and passed on range6)! If IT30 comes next instead of Inferno and cats come calling with range5 I might have had some explaining to do.

The Meklars had great tech in my game also (double mine when I met them in 2363) but were stunted to 4 planets. They skipped range 5 (which would have given them Dolz + Incedius) but missed long opportunity to expand to Klystron then Rhilus.
