The Spanish performed a 6->4 whip, and their power (and rival total) fell with 1000. This also confirms that the Spanish currently are the rival worst in power, since that dropped from 52000 to 51000.
They have 8000 in power from 17 pop (in 4 cities) and an estimated 24000 in power from tech, leaving 19000 in power to units and buildings, which is pretty much a minimal military. The APTmod web site is also back up, so I can get the graphs and raw numbers for our neighbours as of this turn (T89). CFC increased their power with 2000, from pop, and WPC increased their power with 17000, out of the total increase of 29000 from non-pop causes. I guess the 12000 from unknown teams is two axes, probably one from the previous rival worst (now the Spanish) and one from another team. The 17000 for WPC can break down into two possible ways that I can see, since it can't be due to more than 4 items (they have four cities): 2 dogs, 1 spear, 1 totem pole 1 dog, 2 spears, 1 barracks or archer

CivPlayers has settled their seventh city, claiming 9 land tiles, getting 24 pop and increasing their power with 1000. The new borders aren't visible.
Demos: Of interest is also that rival best production rose from 47 to 48, and rival best approval rate from 63 to 64, implying that it's CivPlayers in both cases.

The C&D sheet is set up with the latest known data. Feel free to continue working things out, but don't leave things half-finished unless you document exactly the changes you did (either here or in-sheet).

Cliff's Notes: The Spanish grew 1 pop, up to 18. Apolyton received 4 land points from T70. The Germans grew two cities from 3 to 4 pop (one of which was Wismar), up to 19. CivPlayes grew 1 pop, up to 25. CFC grew 2 pop, up to 34, and Univers also grew 2 pop, up to 35. WPC built an archer or a barracks, the Germans built an axe, and one unknown team also built an axe. Demos: Score table:
F8 analysis gives 9 new pop points, inclusive of CivFr's new city, so no more than 8 rival pop growths in total. We also have 7 unassigned land tiles from T70 that will score this turn (circa 4 score points, maybe 5). We can see from the map that Wismar grew to 4, and rival worst in population rose with 54000, so the Germans grew two cities (Wismar and one unknown) from 3 to 4. CFC grew Raj to size 2, so they grew their unknown city as well. Putting in all their known city sizes tells us that Lana must be size 6. CFC has 34 total pop. The Spanish and CivPlayers grew 1 pop each, to 18 and 25, respectively. APTmod culture data tells us that neither WPC nor CFC generated enough culture for a border expansion on T70, and the Germans were rival best at the time. That means the land tiles must go to Apolyton or Univers, unless it's two different cities expanding borders (something I view as exceedingly unlikely given the few numbers of tiles). But assigning either of them 7 land tiles for T70 means they'd get 5 score points on T90, no help there. Going the other way doesn't help either: both growing from 26 to 28 (Apolyton) and from 33 to 35 (Univers) in pop gives 4 score. Thus I have to test if I had assigned either Apolyton or Univers one tile too many earlier. Removing one land tile from Univers led to a lowered score, but doing it for Apolyton works all the way back to T51 without impacting their score. That leaves one unassigned land tile back from T51, that hopefully won't end up biting me in the bum later. In power, rival best increased with 7000, rival total with 19000, and rival worst with 1000. Rival best (Germans) probably built an axe and received 1000 from pop. Rival worst (Spanish) received 1000 from pop. CFC and Univers each received 1000 from pop, leaving 9000 unassigned. APTmod data tells us WPC increased their power with 3000, either a barracks or an archer, noted down as an archer for now, while CFC's power held constant. ![]() That leaves an axe build somewhere. No military actions taken last turn, WPC war weariness decreased to 22. CivFr's seventh city CivFr also settled their seventh city, going to 35 pop. It claimed 7 land tiles, and put CivFr as the rival best in land at 113 land tiles. The rival worst life expectancy rose from 61 to 63 with this, as did the rival best in food output, from 99 to 103.

Looking closer at the CFC land and and land claims, I realise I made a mistake in my analysis.
It wasn't Apolyton that claimed 7 land tiles on T70, it was CFC, since Terasvin became holy at end of turn 68, and expanded borders on T70. This fits with the claimed tiles from the culture overlay as well. Note to self: keep better track of city sizes from earlier turns. This means that it was Apolyton that grew in pop instead, from 26 to 28, ie it were them that gained 1000 in power from pop.

Does this indicate they aren't working an improved tile? I guess its too much to jump to the conclusion this city was settled for a strategic resource of some type.

Not necessarily. They might have done some tile switching (new city picks up 5F tile in second ring of another city; that city picks up 2Fx tile), or they might have passed another team that had 99, or they could pick up a 2F deer that is about to be improved.
