You upload your save to the web site and it forwards it to the correct party (they are working on the system where you can email your save to the web site) - you can also leave little messages when you upload the save. The site displays a history of the turns as well as telling you who's turn it currently is. This last one is pretty good as it avoids the game of 'who has the save' that you often see in PBEM games.
I have finally decided to put down some cash and register a website. It is www.ruffhi.com. Now I remain free to move the hosting options without having to change the name of the site.
