well, we'll see what the situation is. Since he didn't take the city (our score didn't go down) he did one of the following:
1) Tried to bring down the walls
2) Attacked and failed to take the city
3) Accepted peace
4) Decided to move around the city.

If #1 then I don't think that he can take the city on T140. From what you've posted he's got 19 units that can kill while we should have 19 defenders on T140. I'm assuming that Jowy's 3 reinforcement units can't attack on T140?
Last you posted implied 3 archers + 2 Crossbows + 5 LB + 2 spears + 3 maces + 2 cats + 2 chariots = 19. Can't tell if you've already upgraded to pikes or soon to upgrade.

I did not upgrade the spears to pikes - no iron when I ended turn.
I think commodore may have taken the last offer (400 gold + iron) for feudalism, which is a great deal for him and will allow us 6 more upgrades - 2 spears->pikes, 3 archers->LB, something else somewhere else.
That would give us:
8 LB
2 Xbow
3 Maces (one damaged)
2 or 3 pikes
2 cats
3 chariots (there's a chariot being made in NYPD Blue)
If commodore didn't make the deal, we'll have:
7 LB
2 Xbow
3 Maces (one damaged)
3 spears
1 archer
2 cats
3 chariots
his second force (2 elephants and an axe) will be able to attack us, however - they moved onto the iron this turn. Remember, all my screen shots are before he moves. That said, if he hasn't promoted his elephants, I might be able to kill another with a C1 mace, so that would be a bonus. Right now, he has 22 hitters and 7 cats, we will have 20 or 21 defenders (I think that the spear will upgrade to a pike and complete, but it's possible it won't and I should have built a chariot)
Which means that if he has normal combat odds, he will run out of hitters before we run out of defenders - a bunch of those battles will be at 50-70% or so, which means he should lose some of them. In fact, most of the LB attacks might be at < 50% odds. I'm guessing each defender takes about 2 hits from cats (cats collateral 5 units, so 35 collateral hits), which is 18 hp. For a CG1 LB (assuming he brought the walls to 22%), that's a 10.9 defense - and I have 2 CG II, 1 CG III and a G3 LB. course, there is direct damage from the cat fight - but the upshot is, he's going to lose some battles, which will allow us to keep the city.

Those chariots are a waste of 30 hammers. They can't attack out against elephants and they can't defend against anything.
Whether we hold or lose LALaw, I think that those hammers should go towards our future defense of our next city, the reclaiming of LALaw, or towards our future attack of one of Jowy's cities.
Even if Jowy wins he's not going to raze LALaw. He's invested way to much to come away with nothing but a setback for us. Those chariot hammers could be turned into catapults to shread his defenders or his attackers in very short order.
Also, I'd be willing to bet that Jowy strips the defenses completely.

but they can soak up collateral and they could get to the front. They can hold the city if everything else dies. And they are the only 2 move unit we have.
I'm not planning on making an army of them - I agree that maces and cats are the priority in NYPD Blue now, but I'm really hoping we can hold LA Law - it's a pretty important city. And the extra chariot may well help us do that.

So, my thoughts on builds going forward:
As a general sense, we'll have:
Magnum PI
NCIS
V (Ivory/fish/banana city)
NYPD Blue
and A-Team supporting the war. If we keep LA Law, obviously we'll have LA Law, too.
that's fewer cities than Jowy has supporting the war, but then, our lines of communication are shorter than his, and he's not getting very far without more catapult support.
MASH and SWAT are keeping the Cornflakes side safe, for some value of the word safe. We'll run 0% science until every unit is upgraded.
The OC and CHiPs are building enough military to keep the barbs down. What do you think of creating couple of chariots down south and hassling Jowy?

Premature to discuss. Everything depends on whether we hold LALaw or not. If we do (still unlikely) then Jowy's totally boned. He can't take action against us for a long-time. Those 1400 hammers won't be replaced easily.
We then need to decide what are our objectives in this game. If we still think that we're any type of game contender, then we have to do what's smart. If we know that we're out of the game, then we can do what's fun. Which means holy crusade against Jowy's infidels.
Next decision: if we should attack out or try to outgrow him (need his mfg, crp and GNP graphs please) and attack later. He's got the Statue of Zeus so we probably won't be able to conduct long wars with him without descending into severe unhappiness. It also sounds like he's caught up to us in tech now that he's got Engineering. With only slow movers (I don't count Chariots) we could get shredded by cats if we venture into his lands slow-mo style. Its a safe assumption that we'll never have a material tech lead over him. If we do well he'll be fed tech Azza style by our detractors.
Chariots down south: not worth the hammers. He could build spears or elephants and we don't have a chance. He's moving at 3-step now and one elephant or spear with fortify shuts down 120 hammers worth of Chariots.
Better to build 3-4 empty galleys and freak him out and cause him to whip down his capital or redeploy his army south. Better yet, 3-4 galleys + 6-8 maces and cats and we have some options.
Looks like Jowy still hasn't planted SW of LALaw. Plant a city 1S of the corn, toss a bunch of units onto that forest (plant a GG in Heroic Epic city and pump out Woody2 Maces) build culture/whip walls and Jowy's in some serious doo-doo.
From that city we can now fork Eden Prime and Horizon in 1T or Citadel and Novaria within 2 turns. Again, empty galleys are just as good for getting him to redeploy as are full ones.
Overall, I'm an advocate of full-war model. Do, or do not. There is no try.

Totally looking forward to the next update. The Battle of LALaw is the definition of pivotal.

if we hold LA Law, then we are still in the game - in fact, if we get a GG out of this, we maybe come out pretty good on the deal - 3 promo archery and horse units are nothing to sneeze at.
but yeah - if we go after Jowy, it's going to be short stabs - I'm not getting into a long drawn out invasion against the guy with the SoZ. that way lies pain.
Empty galleys is a good idea - I like the thought process.

This is just bizarre. Does he have alot of workshops or something? Without guilds a grasslands workshop is 1F + 2H right? An unimproved plains forest? I guess he's hoping to pop out more GP? Maybe running artists in LALaw to help with the city forking?
Honestly, if he fails at LALaw or just barely takes it, it looks like he might go into total collapse mode. If we did have 4 boats and the troops in them he probably couldn't react. More and more, this looks like this was his all in.
We might have an opportunity here even if we lose LALaw. Distinct possibilty: retake LALaw, plant next to corn and watch Jowy give up.
