That's how I read it too, I'm struggling to see the connection between that answer and the email that Scooter sent though:

CP are saying that since/although our deal is short, they have high expectations of us regarding it and we can/should have high expectations of them. Their email expresses gratitude that we seem to be on board with this despite our earlier jumpiness about the missionary, and great proudness regarding their philosophy of only signing deals that they can/will wholeheartedly follow.

Given what 7 said, I would think that we should cultivate CP as a friend say over CFC. The unfortunate thing is that CP has the AP, and while an AP diplo victory is hard to pull it's possible particularly if someone would want to spite us. Until/unless we capture the AP we won't be safe. However in the short/medium term CP would be worth having as a friend.

More immediately, they're a good friend to have as a safe® defensive front while we go beat the shit out of the Germans and maintain a defensive posture against a rising CFC team. I'd be fine if they hated us and just didn't attack, but them being friendly and not attacking is more realistic.
