It goes against the principle of the no-spy ban though- no scouting out enemy lands. I guess to be truly in the spirit, we could have banned air ships as well, but w/e.
True William, that you can see when someone is going to attack with the power Graph. However we do not know where the attack is coming from, or who he is targeting.
There are only 2 ways to make effective gains when playing against a competent Human player. There is the dagger(quick attack that is going to catch your opponents by surprise) or the hammer(where your stack is just overwhelming to a point where your opponent can't do anything). There is almost no way your opponent can perform a dagger with you having invisible units running around in their territory.

Also, you'd get more, as you would be constantly patrolling enemy lands and following produced units around. You get protection on all of your borders, really. I'm pretty sure one of Sullla's reports talked about it some. BaII pretty much has it down. You can't effectively dagger someone who uses a Spy/GSpy(s ) well as long as they use it right.
I don't feel GSpies are overpowered per se, but they distort the game. We've already voted that we don't want mass-produced invisible units running around giving perfect troop deployment info; I see no reason to abrogate that policy for singletons.
That said, so long as everyone votes their preference, I don't see it seriously warping the game one way or another; GSpies carry enough opportunity cost, as WilliamLP has pointed out.
