Uhm Jamba Juice has the iron. I wouldn't call it "one of the weakest cities in the empire" for that reason.

The iron would still be under our control due to KFC. But you're right, it would be one step closer to being pillaged.
I was actually wondering about taking precautions on this earlier. Perhaps we can ask for one of Lewwyn or serdoa's excess irons?

Scooter, I think what was so hilarious about that video was that it parallels this game so well.
Anyway, I revolt us to slavery and began whipping. Turn has not ended because I think I am going to whip everywhere that's starving, and I wanted to think it over first.
The 5 northern galleons have moved back to Commodore's mainland, most likely to load up for real. Meanwhile the 8 galleons in the south are now covered by a frigate so it seems obvious that they are loaded.
I plan to shift the knights south, but obviously can't shift too much because Commodore is going to come back with those 5 galleons and likely come back in the north.
The big question is what do we do with our fleet? We will have 6 frigates next turn, maybe even 8 after upgrading. Do bring our galleons south and go after his loaded group? I don't think they get there in time. Maybe it would be better to show some frigates next turn in the south and scare him, buying some time? I honestly don't think he will expect to see frigates from us next turn But if he gets his fleet along to the east shore, our defenses there are non-existant.
Another thought I had was to intentionally leave Jamba Juice a little weaker and encourage him to hit there. If we can get him to use a lot of his ground troops in an amphibious assault that would be ideal. And JJ won't lose us iron in itself. And even if it does, I've taken the precaution of asking Lewwyn & Serdoa both for one of their excess irons. They have 3 each, so I don't think they'd miss it.
And I am willing to bet Lewwyn would love to prop us up with a strategic resource gift right now
I'm likely to come back and whip every city that is being starved. We'll need the units, and every starved population is a waste of hammers now.

I whipped all the western seaboard, since they were all working bad tiles due to Commodore's boats occupying our seafood. Some are in heavy starvation and should be whipped judiciously.
We have 6 frigates but not enough gold to upgrade both caravels. At 100% tax we can make about 240gpt, or enough to upgrade 2 caravels per turn. I think we should look at whipping a pair of caravels each turn, as the 90hpt requirement of frigates is going to prove a burden - many of our cities were already whipped hard from the slowcheetah war and we haven't fully recovered population.
Alternatively we could set our tech for Steel (28 turns at 50%) or Military Science (20 turns at 50%). But that far away feels like an eternity.

Commodore has moved his galleon stack back north and bombarded the defenses at Dominos to nothing.
He moved a frigate offshore of TGIF - I had a galleon and frigate in range. I figured, I could keep the galleon around for cleanup, but I'd rather take a shot with the galleon and all it had to do was hit 1 time and I would then have odds with the frigate.
It didn't hit once

With Commodore moving ships north, we may have an opportunity in the south. It's all pretty tenuous, but if he doesn't moving anything else south, then we can move like so:

Here's what we have in queue. I decided to get aggressive and start more frigates on the west coast, at least in spots where I think they'll be able to do something more than sit in port.
