Mostly right.
More professional standing armies were more heavily trained in swords and spears. See ancient China, Romans, etc. But during the medieval periods when you conscripted large masses of peasants you gave them formations of spears, halberds, and ranged weaponry (everyone uses a bow to hunt!). Then the special elite forces got swords, maces, flails, or axes and training so they could take down people in the melee. Especially since, as noted, a sword was extremely effective but only as a luxury killing item. But later when armor became plate again Axes and other heavy weapons came back in vogue due to their penetrating power even amongst knights. Swords became poking weapons instead of slashing ones, and still retained due to history their noble stature.
Then we got gunpowder and could take you down, armor or no armor, from ridiculous distances.

yeah I did a little research to back up my comment and couldnt find it I think I might have picked up that tidbit from civlopedia, to be honest.
