Thanks for bringing this up. I noticed it while playing and had the same thought. Can you point this out to wetbandit in his thread?

Thanks, Bigger. JesterFool, I didn't realize we had a ded-lurker but I'm very glad to know we have at least one regular reader. I probably missed some of the finer details during the early game setup phase. I was letting Xenu/Brick take most of the load andfigured I'd pitch in occasionally. I like how that turned out.

Ok, So I'm guessing that Sisu will finish the road next turn and then found on that hill, then start pasturing immediately. Or would, if my chariot wasn't right there... I changed direction with my unnamed chariot to the north to come back to this area. I'll leave my island city without a garrison for a moment if I have to. Sisu, you can expand in another direction. I'm not letting you hem me in and take the only decent land near me. Sorry. I can't live on one tile islands and jungle.

Yeah, I'd punish that. That does mean you better start building units though. How long until copper hooked up? Might be a good idea to grab Archery if copper is a long way off. If Sisu decides to spear rush you in response, you're going to be in trouble.

I haven't played the current turn yet, but civstats shows a score increase for Sisu, so he planted the city. Borders pop EoT 87 in the stone city and we will have bronze online in 3t. The resource is on desert so I can't speed it up at this point. I'll look at a couple axe double whips that overflow for a second unit when I play the turn. I don't want to derail our entire game, but good sites for cities are hard for us to come by in this rotten jungle belt.
If things get serious, there's always police state.

Sisu settled 1S of where it looked like he was going. After thinking things through, I went ahead and got visibility on the city.
There is nowhere to attack into the city to kill it from outside cultural borders in a single turn, except through the spear, and I'm not going to take a ~5% fight to try it. Also, with the city 1S like this, I can settle a city with the rice first ring and take it anyway, which I will plan to do. Sisu, you have so many rivers to your south, you'd do well to be happy with that or I'll just ruin your game. Sorry, but this is all that I have up here.
Honestly, this seems a more profitable adventure. Kuro is far, far away from his support base and has not displayed quite the same level of competence as Sisu thus far. Unless I see a spear in here soon, this dealership may experience a hostile takeover in the not too distant future. A couple of chariots ought to do the trick if I can surprise him with an amphibious attack. I need to run the numbers to see if that is a winning proposition. Damned city is size 3, though, so if I don't get surprise he'll just whip in a spear.
The whole enchilada, small and toothless as it is. Sorry for all the signs. There really should be a way to hide those.
