you could always settle on the plains cow, which would allow you to pick up all the seafood and settle another city later to claim the whale, work rice and marble.
not sure if its worth it, but +2 happy makes it worth considering, at least
also your settle can settle that one turn sooner since there's no forest on the cows

Optics is probably 50 turns away, on a beeline. The rice and marble will be worked by the other two cities. Financial coast is not terrible, so to that extent, it's worth considering. Except a size 1 city costs 5gpt.
I honestly think the proposed city grabbing whales with its 4th ring is far better, without doing any serious calculations. Kurumi? Do you want to save the whales?

I logged on to make sure I wasn't with respect to Optics time. It's 23 turns at max beakers to get there (-92gpt), we make 35gpt at max tax. It might take longer.

Yeah, I figured this was the probable response. For good reason, too:
I don't blame him, he hasn't had anything go his way.
I thought it was captured by the diplo screen, but he finished Moai in his capital. That probably means he can pump out an extra guy or two. I'm not sure if he traded for Stone, if there's also Stone on that island, or if it was built without it.

Kurumi, what do you think about Moai?
I also neglected to mention we spawned another GG. Theoretically, we can make our galley a five-mover (Flank 1, Nav1+2, Morale, C1 to boot) and move it down to Azza's land. It wouldn't take forever and we'd have a second galley to ferry troops. That sounds like fun.

I believe Demoman is in a decent place for Moai.
