Technically yes, new members are supposed to have 10 posts on the forums here before they can make a new thread, to prevent spamming. However, I'll lift that for any user who appears to be genuine/not a spammer, and both B4ndit and eastway you are both fine, so I've already fixed things so that they're good.

Which type of game among PBEM/PB/Diplomacy is generally speaking the fastest? Of course that will depend on game settings, players number ect, but is there generally speaking some dependency? Lets say PB games last for under the year, PBEM over one year?
Do you have some general "meta" rules settings for games? Are they written down somewhere? For example rules like simultaneous turns handling in Pitboss games? Or guide book for Diplomacy games like this FAQ on apolyton's forum:

It depends on settings and players really. A quick simultaneous turns game would probably be quickest, followed by a quick sequential, then a normal simultaneous, then a normal sequential. Sequential pitboss is probably slower then pbem, but the players is the most important part. For example in PB15 they made it through the first 60-odd turns in incredible time, whereas PB16 has been notoriously slow. However you can generally expect a quick game to be finished in about 6 months and a normal game in about a year.
I'm not sure where standard settings would be written out, if anywhere.

With question about simultaneous I meant rules like prohibiting such moves:
1. player1 declares was on player2
2. player1 moves half of his army on the enemy territory
3. player2 counter attacks with catapults/cannons/collateral, but before he has time to counter attack with normal units...
4. ... player1 reinforces his army with the other half...
or in other words, rules like:

If you have a small number of players (2-6), play a PBEM. If you have more than that, play a pitboss. Turn pace will be determined by the slowest player or schedule conflicts between the slowest players, so the more players you have the slower it will be on average, but not by much.
Playing simultaneous turns (pitboss) instead of sequential turns (PBEM) saves a small amount of time, but it's not worth the trouble unless it's necessary because it creates a lot of gameplay hassles with regard to play order, war, wonder coin flips, and reloads. It's necessary if you have around 6-8 or more players, because at about this number it becomes difficult to pass a PBEM save around daily.
Playing quick instead of normal cuts game length by maybe 25%. Turn count is reduced by 33% but you do a bit more thinking each turn.
I recommend playing a quick PBEM game to start. That is the fastest, and it's low pressure.

Since it's my 6th mensiversary registered w/ RB, I suppose it's time for a 1st post to say, "Hi".
- I've been lurking & reading past games' write-ups. Looks fun, this MP thing.
- I started playing CivIV April 2013 but have been playing the franchise since about '96.
- I've BtS but since CivV isn't appealing to me I'm pacing myself, by playing Warlords for a year and then moving to BtS (which isn't particularly appealing to me, either). When I make the move to BtS I'll sign-up for a RB game.
- I'm in the process of moving from Prince to Monarch after winning with most, if not all, civs on a Pangea, standard, random map. I generally consider a game lost if I don't win before the Renaissance ends.

Welcome! It seems Civ 4 is indeed one of very few games that can literally consume as much of your life as you want it to. This isn't a site for people in a hurry so you might fit right in. My CivFanatics account has a signup date of 2006, but I only recently made my first post there.

If you want a different experience, I recommend getting away from pangea. Also some of the AI updates for BTS make it a single player a much more interesting game.
