My guess is that it was/is heading SE to scout the Tundra and it will be out of the way of the attack itself, however it would be behind the front lines and able to threaten several cities (incl. Rhodes which has no defense). We can't rely on chasing it down with Chariots because of its promos, so I think that we probably have to take it out now with the Spear.
The other option is that we move the Spear SE onto the Furs; with the existing roads it could then hit the Spear if it moves forward, or not if he retreats. But if it does retreat it can still hang around to cause trouble in the attack.
Only thing is, does attacking now mean that we'll provoke a defense in the area that we can't overcome with our planned stack?
I note that the Formation promo would only have been given in anticipation of skirmish with us, not because of Barbs. Probably he thought he had an opportunity to sneak through with only Chariots blocking the way and promoted accordingly.
I think we kill it and then offer a Cease Fire - try to make it clear that we don't like him pushing through the gap.
