If by absolute worst, you mean you'll still very likely take their land in 40 turns, then yes. Commodore would trade spots in an instant.

Yeah, catching up on GJ's thread, it's clear he's biased in that neighbour ranking. Definitely both Comm and Gavagai should be below him in that list, maybe others too.
Gawdzak is not a real neighbour until Galleons, Furg was peaceful until provoked, Gavagai let him settle more rings toward him than dtay got towards Portugal!(Not really a point against Gavagai btw, given his position he probably had to compromise somewhere). That only leaves REMAI but 1 neighbour like that can be a good thing(not great, but good, so long as no one steals your work). He really should have taken them over by now and have access to the main continent IMO, rather than messing with Furungy.
Gavagai's update is a good read but I don't agree with his reasoning for the attack on China earlier:

He has the option of the status quo and being 5th, Gav 6th or dogpiling HAK, Gav is 2nd, China is 3rd. That's a good deal for China. If you try to turn the game into a duel, everyone else is going to leave you behind.
Still, things look good for Gavagai at the moment and it looks like he joins dtay, Gawdzak, plako and GJ as a major power in this game. Pretty interesting that there are still so many in it.

plako is going to drop from that list soon as commodore has decided he has to fight him.

I think the chance that plako has to catch up, as it were, to dtay/gawdzak/gj/gavagai is if Commodore focused on dtay. If Commodore turtled on both sides, it would be difficult for plako to absorb his territory at a cost to allow him to compete for the game. Surely, Commodore attacking out doesn't help either, but maybe plako wins a decisive victory at home that can transform into something bigger.
Plako just doesn't have the quality expansion options that everyone else does. Gavagai looks to be in impressive shape. I wonder if a bunch of cav would be all dtay needs to eat up North Korea.
It's still amazing that there's such a swath of land unsettled at this late date.

GJ has this focus on beelining Artillery for reasons(?) and won't have any juice to power the metal ships. If he is worried about Gawdzak's focus on Arty, because Gawdzak would presumably drop 30 artillery and 10 machine guns (picking up RR too) ferried by wooden ships on one of his islands, that's seeing a ghost around every corner. AL is expensive but it doesn't require the detour that Arty does. Airships+SoL
That said, it's probably strategically important for GJ to beeline metal ships given his far-flung empire but he'd also be better off picking up MS for some SoLs.

Wait till you read Korea's or HAK's thread and discover the vast swath of territory that still has not been settled. I don't even have a rating on my WTF-dar for that level of incomprehensibility.
