Reload is not needed.

No clear idea what happened (I haven't yet logged in), but trying to keep a peace time turn order is detrimental to the game and should be normally avoided. I don't care, if double moving gives minor benefits. Only if the benefits are massive or your opponent is constantly abusing goodwill of others you should try to maintain peace time turn order.

I think dtay means that he might have double-moved you because you're both at war with Commodore, so it's not really a peace-time turnsplit. You can see in the tracker that he razed a Dutch city this turn, which might have been near some of your troops. So, since you went before him in the turn order on the previous turn, I think you would have the right to go first this turn - for example, if you wanted to attack and then keep the same city. Up to you though.

Just my opinions.

We're at peace so it was a peace time turnsplit that should be avoided. Ideally you should play at the time most convinient to you taking the war time turn splits into account. Peace time turn splits just makes these games unfun.
