I certainly don't plan on closing any doors at this point. My mind is still boggling a little at how to produce the sheer number of units on that timeframe - particularly adding Airships to the queue - but I've seen it done before, so if you say it can be done then I believe you.

We know that someone (REM or pindicator) has a Power level accumulating at a decent rate. If it's REM, then a lot of it is probably building from his population, but if it's pindicator then possibly it's a pile of Cossacks. My impression is that any war involving a significant exchange of territory is going to be to the death; maybe we can trade island holdings and sign Peace, but running into someone's core and grabbing high-value assets is not going to be able to be reconciled. If we go after e.g. REM, then our prize is the Statue, but he's not likely to sign Peace with us after we've grabbed it, so it will be to the death.
I'll certainly be working in this general direction, but you'll need to keep suggesting builds and have a firm hand on the whip to keep us on this trajectory.

This is true. But we must only win 1 big combat, so the goal of the first wave is not to let enemy retreat and gather forces. The numbers you bring must be incomparable to what your enemy whip/draft emergently.

Whipped the Settlers in Donkeys & Silkmoths; we can 1t a Worker in each next turn, which I think would be a good idea. Also whipped a couple of the newer cities which were exceeding tile improvements.

What's the plan for getting 4 exp (dont we need 6 exp?)? Attack frigates? My idea was to hunt some unattended galleon, like REM's one but not making active pressure and initiating skirmishes, and hiding privateers if possible...
Workers we can do in just 1 turn is allways a good option to build.

Well the problem with the Privateers right now is that Donovan's been burnt and so is wary of them, Scooter has seen them (no way to hide them along that stretch of water) and not going to expose anything, we don't really want to ding REM with them and encourage him to build more ships in that sea if we're planning an attack, and BGN has his SotL parking in the GP lake watching. They have pretty-much outlived their usefulness excepting the added visibility they offer.
The Frigate that Scooter had shown to us at Dolphins was clearly meant to draw in our Privateers and trade 2:1 with the second Frigate hidden behind - only visible by the Spy. (note that he has planted a second city on that island) The Privateer in the North is dodging in and out each turn, trying not to be spotted, but I doubt it'll catch anything unawares.
As far as I can see, the only way we're going to get the 4xp (pretty sure it's 4) by using them is by gathering up 4-5 and running a couple of trades against someone's bigger ships - a trade which Scooter seems willing to make at 2:1, at least. Downsides of course are that they get GG points too, and that we need to invest in more at a time when we're trying to build up other things.

We get twice more points for anything inside of our borders, and I really think that it is justified to attack ships inside of our borders and must not annoy people too much. BGN's ship looks hard but perfect target.

I put Observatory in Chickens. We'd better keep opportunity to whip Cavalry with 2 pop and use Org. Religion while we have it, thinking about Observatory in Chameleons also. And we really need missionaries. I am not fan of stables, but cavalries without 2nd promotions are bad, so switching on Theocracy is inevital if we want to make modern army.

He & BGN have Assembly Line; so we may need to review our immediate target lists.
I thought about 2-pop whipping Chickens' Observatory and overflowing into a Frigate, but decided to maintain the population for now. Also considering 2-pop overflow from the Cav in GP into the start of the Globe, but the pop is sitting at a low ebb right now and good tiles are going unused, so again I decided to let it grow for now.
