If you do that you're just asking someone to pick which civ they throw their armies into while the other 2 make gains without resistance. Is that really more fair?

I'm ok with both playing on or reload. By the time people got to most of the cities they'd be pretty low pop anyhow. I don't think we had any rules against spite-whipping but I don't like it in general.
