Opposite order you mean Goats, Llama, Chickens? Chickens might be a pain, but it may work better - if we can get the first 2 within 5t of Caste, we have enough for GA2 and can spend 5t back in Slavery then finish with another 5t Caste.
And yes, Settler whip from Llama was wishful thinking/fantasy.
War logistics: I think we should bring the class of 316 Cavs down the island and stage for an attack on S19. We can probably land 12 full-strength units there in 2t with enough naval support to take the defenses down. Meanwhile everything else heals and we build some Siege for the attack on IW.

He control those several tiles because of cultural bug:
None of his current cities owns it, so it become neutral next turn or the turn after next at most. It also possible that he loses it during the interturn.

And it is really interesting what REM does. He is in GA, though I believe he is industrializing, but he is also ORG, so it wont last long. There is a chance that in 5-6 turn there will be a chain of units from him.

6-7 specialists must not be a problem, but of course we will lose tons of production. Alternatively we can let Chickens grow after Bio while growing in Goats and Lhamas and then put 10-11 specialists starving it a little like we did while building Kremlin.

Palace gives just 2 culture, he needs 500. On T312 it was at 273/500. With library and university he will definitely get it soon, in about 25 turns naturally:

I think this is the way to go & I think that depending on how unhappy Llamas is with the incoming WW, we probably want to kick off now and do the double Caste-Nationhood revolt to try to keep it happy. If that isn't going to be enough, then maybe we run a single turn of all specialists, starving down a pop point, and back to a sustainable level of Specialists to beat Goats to the next Great Person (~3t)? That would mean it could return to max hammers ASAP. I think that if Goats maintains the 6 Scientists it makes it to the next GP by the end of the Golden Age anyway, so we can return to Slavery ASAP, and then revert to Caste for the second half of GA2 to push the GP out of Chickens. Or not; the Chickens GP is a "nice to have" rather than a necessity IMO.
Research order is roughly:
Steam-Steel then Railroad/Artillery depending? Or do we need to grab AssLine after Steel so that we can Industrialise in GA2 and we have some defenses from Marines?
Also note to self: need to connect the Rice ASAP and consider investing in some Grocers.
And I guess pindicator is looking for a sub - I'm guessing he wants an MP Civ break after PB31...

Starving to drop off anger isnt good idea. If we have 1-2 idle citizen after Nationhood we probably can live with it, if more then we'd better whip settler as you say and may be stay in bureaucracy. I think our plan can work with 12-13 pop also. Btw there is also 3 angry faces from draft there, it must be over once.

True, we certainly need to confirm when the Whip and Draft recovery points are before committing to a strategy, but the other benefit of that approach would be that we would only need to spend 5t in Caste and can go straight back to Slavery. Running break-even (6-7) specialists needs us to spend ~7t in Caste or take a risk on contaminating the pool with Scientists. Although maybe it could be done with 5t of 8 specialists and then 3t of 5.
We have Kremlin (2Spy), Forge (1Eng) & Market (2Merch) - oh, I guess we can run some Artists also if needed, so yeah maybe that's not such a benefit.

Steam Power + Assembly Line ~ 5000 k of raw science. I feel that we will be building wealth everywhere and assign every extra citizen as specialists. I think we must switch to Free Religion also.
