Each strategic resource on the map has a quantity associated with it, and hooking it adds that to your stockpile. Various units require various quantities of strategic resources to be built. If you connect 1 horse resource that has quantity of 2, you can built 2 horse units and no more; if one dies, you free up a horse which you can then use, or trade away, or whatever. If you then hook another horse tile with quantity 4, you now have 4 more in your stockpile.
Normally, strategic resources on the map have a quantity of 2 or 4 (these numbers taken from yuris' post; I've only read about Civ 5, not played it). In this game, every strategic resource found on the map has quantity 1. This means that strategic-resource using units/buildings are more restricted than in a normal game, with potentially weird effects that chumchu wants to know if y'all are willing to live with.
