Multi race inquisitor empires are AWESOME
Is it then possible to conquer also the cities of the new race?
Btw. what is the possibility of diplomatic marriage?

Only if you move your fortress there. before the battle.
Each event has the same chance, but that one and meteor are limited to only happen after a certain amount of turns, idk, maybe 150?

can you protect them by circling them with some spearman?

I couldn't figure out what you wanted to protect with the spearmen - but i think you mean the neutrals?
Possibly. However, I'm actually far more curious as to WHY the AI haven't taken them yet. Beastman city within 30 squares of the troll capital (on the same continent)? Beastman city within 12 squares of the largest dwarven wizard city I've found so far (on same continent)?
Gnoll city, orc city, another beastman city, a dwarven city (none on same islands as AI, but still, by 1413, why would that matter?)
I mean yes, I'd love to have the gnoll city since I'm in late game (although most of the AI are acting like its mid game, and one is still running around with masses of war bears...) and the beastman/orc/dwarf cities too, but I don't need them at all (even if they're all better than lizardmen in terms of troop building).
Interesting that's its all my favorite species too (gnoll > orc > dwarves > beastmen > lizardmen > everything else, for late game city built troops. Draconians are arguably 5th, but i hem and haw a lot as to whether theyre top 5. Unless you have a heavy sorcery AI that will dispelling wave a lot. Mass dispels completely make buffed city troops useless so you have to go for far different tactics.)

yeah, circling the neutral cities to make them less likely to be attacked

Also, if I did do that, I'd surround them, all 8 sides, with halberdiers or javelineers. Sure spearmen are cheaper, but food is my biggest bottleneck (and its not a big one - i keep +15 or so food in case of random city loss)and I've got literally hundreds of halberdiers/javelineers already.

There probably are strong stacks defending them, like 9 minotaurs. If the AI didn't have a stack that powerful on the continent, they couldn't attack it.

I know they didn't have minotaurs when I first got there. Actually, depending on levels of units involved, that may be the problem. Elite halberdiers are much stronger than elite minotaurs for strategic combat. Similarly, while regular trolls are better than most regular troops, elite trolls are worse than most elite halberdiers. But the AI builds for effective combat in normal combat, which often isn't the same as strategic combat. And all the species I listed ARE very strong in strategic combat values. Especially on non top tier units (so the ai gets top tier units, the neutral has halberdiers, the AI thinks the neutral is stronger.)
Doom stack: bless, resist magic, magic weapon, mithril, endurance, holy armor, holy weapon, Lionheart, land linking (chaos channels came after 1410), focus magic (if appropriate) ultra elite javelineers/halberdiers. Hoping for flame blade and/or iron skin to finish.

But I'm finding interesting things like the neutrals that's worth investigating!
And yeah I'm going to try it on impossible.

Out of curiosity, how much did you save/reload for better results?
